- Preheat your oven to 350°F (175°C).
- In a large skillet, cook the ground beef and chopped onion until the beef is browned and the onion is soft.
- Add the minced garlic to the skillet and cook for another minute.
- Stir in the tomato sauce, diced tomatoes, rice, beef broth, paprika, and season with salt and pepper.
- In a greased baking dish, layer half of the chopped cabbage, then add the meat mixture, and top with the remaining cabbage.
- Cover the casserole with foil and bake for 1 hour. Remove the foil, top with shredded cheese if using, and bake uncovered for an additional 10-15 minutes.
