- Bring a large pot of salted water to a boil and cook the pasta according to package instructions until al dente, about 8-10 minutes. Drain and set aside.
- In a large skillet, heat a tablespoon of oil over medium heat. Cook the ground beef until browned, breaking it up as it cooks, for about 5-7 minutes. Drain excess fat.
- Add diced onions and minced garlic to the skillet and sauté until onions are translucent, about 2-3 minutes.
- Add the diced jalapeños, cumin, chili powder, salt, and black pepper to the skillet. Stir and cook for about 1 minute.
- Pour in the heavy cream and sour cream, stirring to combine, and let the sauce simmer for 3-4 minutes to thicken.
- Add the cooked pasta to the skillet and toss to coat with the sauce. Sprinkle shredded cheddar cheese over the top and stir until melted.
- Garnish with chopped fresh cilantro and serve hot.
