- In a large Dutch oven, melt butter in olive oil over medium heat. Add sliced onions, salt, and pepper. Caramelize until golden brown, about 30-35 minutes.
- Add minced garlic, red pepper flakes, soy sauce, and Worcestershire sauce. Cook for 30 seconds while stirring constantly.
- Add water, half of the evaporated milk, cornstarch mixed with the remaining evaporated milk, beef bouillon, and seasonings. Bring to a boil.
- Add pasta, reduce heat to a simmer, and cook for 11-14 minutes, stirring often.
- Remove from heat and stir in Gruyère cheese until melted, then add Parmesan cheese. Adjust seasoning if needed.
