- In a large bowl, mix together the flour, seasoning salt, and black pepper.
- Toss the beef stew meat in the flour mixture until it’s evenly coated.
- Heat the olive oil in a large pot or Dutch oven over medium-high heat. Add the beef in batches, making sure not to overcrowd the pot. Brown the meat on all sides, then set it aside.
- Add the chopped onion, carrots, and celery to the pot. Cook until the vegetables start to soften and the onions become translucent.
- Stir in the minced garlic and cook for about 2 minutes, or until it becomes fragrant.
- Return the browned beef to the pot.
- Pour in the beef broth and add the can of diced tomatoes, including the juice.
- Stir in the cubed potatoes, thyme, rosemary, and bay leaf.
- Bring the stew to a boil, then reduce the heat, cover, and let it simmer for 2-3 hours, or until the beef is tender.
- Remove the bay leaf and serve the stew hot.
